Rowena brings an exceptional combination of education, policy expertise, and leadership experience to public service. She holds an Honours Bachelor of Business Administration from the Schulich School of Business and a Master’s degree in Sustainable Development and Environmental Planning from the London School of Economics. Before elected office, she spent more than a decade working at the Ontario Legislature and held leadership roles across the public, private, and non-profit sectors, providing her with the knowledge and skills to navigate complex issues and deliver meaningful change.

Over two terms on Council, Rowena has led some of Brampton’s most significant
neighbourhood protection and community safety initiatives. Highlight include; spearheading the pilot of Brampton’s Residential Rental Licensing Program to help address overcrowded and unsafe rental housing, strengthen enforcement, and protect renters and neighbourhoods. She championed the idea of neighbourhood associations and has hosted dozens of neighbourhood walkabouts with residents working together with them on the ground to improve communities. She has also been a leading advocate for addressing homelessness and encampments through balanced, community-focused solutions, including efforts to relocate Regeneration Outreach services to a more appropriate location while ensuring support remains available for vulnerable residents. Her track record of tackling difficult issues, building partnerships, and delivering practical results has established her as one of Brampton’s most experienced and effective municipal leaders, recognized nationally as the Woman of Influence by Municipal World and a trail blazer by the Federation of Canadian Municipalities, where she has served as a board member for 6 years.
